Allan was born and raised in Coventry and was elected to the City Council on 1 May 2008 to represent Earlsdon Ward. He attended Manor Park Primary School followed by Sherbourne Fields due to being diagnosed with arthritis at a young age.
Despite arthritis, he was actively involved in sports as a teenager winning the ‘Contribution to Sport’ award two years running and has represented the West Midlands region at swimming. Allan was also involved with the ‘Football in the Community Scheme’ for both Coventry City and Nuneaton Town (formerly Borough) Football Clubs.
Following two years at Henley College in Coventry, he moved to Canterbury as a student. In 2005, he graduated from the University of Kent and subsequently worked for a Member of the European Parliament as a Press Officer and later as a Political Counsellor to the Conservative Delegation of Members of the European Parliament. He later spent time working for both Rolls-Royce and a Conservative Member of Parliament.
Following his election, Allan was appointed as a governor of Earlsdon Primary School and a Feoffee of Bonds Hospital Estate Charity which provides housing to elderly citizens and was founded in 1508. He also served as a Non-Executive Director of Whitefriars Housing Association until his appointment to the Shadow Cabinet in May 2010.
As a Councillor, he has served as Deputy Chairman of the City Council’s Audit Committee and is the Conservative Spokesman for City Services, which includes many frontline services provided by the Council, including highways maintenance, street pride, bereavement services, refuse collections and recycling.
In March 2011, Allan was elected Deputy Chairman of the Conservative Party in Coventry.
