Allan was born and raised in Coventry and was elected to the City Council on 1 May 2008 to represent Earlsdon Ward. He attended Manor Park Primary and Sherbourne Fields Schools in the city, due to being diagnosed with Arthritis at a young age. He graduated from the University of Kent in 2005 and worked for a Member of the European Parliament following graduation.
He is a Governor of Earlsdon Primary School and former Chairman of the Earlsdon Ward Forum. He has previously worked for a Conservative Member of Parliament and Rolls-Royce in Ansty.
Allan is Deputy Chairman of the City Council's Audit Committee and Shadow Cabinet Member for City Services, which includes many frontline services provided by the Council, including environmental protection, bereavement services, refuse collection, recycling and highways.
